Capabilities are the money, power, and timing of resources available for any solution. Different stakeholders have different capabilities, which must be taken into account. All stakeholders (homeowners, renters, businesses, government agencies, recreational groups, and so on) must be involved in creating and carrying out solutions. Tools are methods of bringing about change. A suite of private- and public-policy tools exists for managing floodwaters and preventing adverse effects. However, they were mostly developed for other purposes and we need to apply them differently. Public policy, laws, and potential funding sources must be directed at taking advantage of natural and beneficial systems.
