The most cost-effective approaches to floodplain management are those that incorporate physical, chemical, and biological processes while acknowledging and accommodating human uses of rivers. The whole watershed, including the floodplain, river corridor, rural, and urban areas must be managed. Historically, massive structural measures with very large environmental footprints have been the flood-management tools of choice, but they present problems. Nonstructural approaches, which work with natural processes, have many advantages. Different approaches can be applied in different parts of the watershed. Appendix B offers a graphic tool kit for floodplain design to help illustrate potential choices.
